Copy of charges attached also Bagwan Singh's reply
which was forwarded by Messrs. Goldring, Barlow and Morrell.
2.
The Standing Orders though not new give the hours
of duty of the foreman (I have a copy signed by him in the office) and it appears to me immaterial that since he signed them the Principal Civil Medical Officer has been replaced by the Head of
Sanitary Department.
3.
I gave Inspector Fincher definite orders to let me know when Bagwan Singh went on duty &c., as he was living at the Villas at the time. Inspector Frith is a Scavenging Inspector and though not specially detailed to supervize the Peak Foreman it was his duty to report finding him in the City when he should have been at the Peak. Inspector Frith was on duty at the time.

The replies appear to be most unsatisfactory.
